Different from the "Dark Lords", the Evil Rulers aren't demons or deities. The evil ruler is someone who achieved power, and controls everyone with iron fists. The evil ruler can control a city, a nation, or the entire world. They always like to demonstrate their power, so nobody will ever dream of opposing them. Evil rulers are different from dictators in the light that they either gain authority legally before showing their evil side, or gained authority in a far worse way than dictators. They are usually worse than dictators and are less likely to pretend that they have the best interests of their subjects in mind.
